Scarf sizes aren't standardized, but these are typical starting points:

A good test for length: a classic scarf is often about as long as the wearer is tall, minus a little. For a cowl, measure around the wearer's head, since it has to pull on over it.
An adult scarf 8 × 70 inches in worsted and double crochet:
Fringe adds extra: each tassel uses several strands of a few inches each, so add 50 to 100 yards for a fringed scarf.
Some scarves are worked lengthwise: you chain the full length and work rows across it. This makes long stripes and finishes quickly in terms of rows, but the foundation chain is very long. Enter the dimensions the same way; the yardage is the same either way. Use the chain calculator to count the foundation chain, or try foundation single crochet to skip it.
Stitches = width × typical stitches per inch. Rows = length × typical rows per inch. Yardage = width × length × yards per sq in for the yarn weight × stitch factor. Skeins = yardage ÷ typical yards per 100 g ball.
Adult scarves are commonly 60–72 inches long and 6–8 inches wide. A long wrap can reach 80 inches.
